Obsidian Dawn is a great place for free Photoshop brushes, patterns and tutorials.

The brushes work in PS7 and above and PSE2 and above. Image packs with png files makes these useable for other applications as well. Not sure how to install brushes? Stephanie Shimerdla has a tutorial to walk you through the process. She also has a tutorial for installing patterns.

One of the drawbacks to Photoshop Elements is the inability to create custom shapes like Photoshop can. With custom shapes, you can create multiple copies of your doodle/shape in any size, color, or layer style you want, anytime and anywhere! All with a simple click and drag of your mouse!

Mega-Doodle Inspired is now offering a custom shape service through the Scrappin Freestyle site. You send 8 doodles, shapes etc in png format and recieve back a .csh file. In addtion to the items and services for sale, there are also some cute freebies available on her blog.
